If the fresh capital is offered to any self employed or whatever sister band, to produce locally food and vegetables, if this good stuff can be bought with food stamps, if the local kindergartens, schools have to buy this local stuff and the same goes with soup kitchens, the virtuous cycle of new enterprise will start in 3 to 5 years, new jobs for the local community will be created and slowly the grant given will have an economic multiplier, and people will finally eat and sleep better. Same goes for any one man band small or slowly medium enterprise in any field of work, repair, mechanics, machinery, shops of local produce, carpentry, local energy producing and storing, construction based on this capital plus grants for building social housing, anything, even local musicians making gigs, somebody planting flowers in public spaces, paid by the council from this grants …ANYTHING GOES, WHATEVER WORKS. The loss of capital by the Public bank or similar entity will be repaid by a multiplier , because not all ventures will succeed. But the Grameen Bank statistics shows that there is no loss whatsoever in this small business expansion. The model in this case is debt free and the capital invested stays with the owners of the companies or they can even buy it back and this is made for unknown reasons , since this capital has no voting or managerial rights, they can take full control after the break even.
ANY community can come forward and make their claims of how to make a better living and what is needed to make the circular economy function..
