The EUrozone and the ECB have a Quarantine of Time, 42 days, to make the eurobonds. There is not need for any fiscal Eurozonel alignement for that. Eurobonds are just a formal entry in the EU budget, a written line , backed by the ECB and delivered by the EU investment bank.
Since the cost of money is going under zero and falling, the Debt became a non issue.
Strange, just months before the EU Cargo Cult was peddling the usual bollocks of debt unsustainability..

Just on Saturday, in the leading SLO paper- “the arbeit”, hehe, in his interview he discarded the fiscal compact, the importance of debt and he supported not only the QE but even put forward the idea that the ECB pays to every EU citizen 2.000 euros as “the infinite credit with zero interest”! A credit, in the ECB books, with infinite return time and no interest.
Well folks, if this is not the never never ever land and if this is not what Witchdoctor was proposing on this blog as a solution for the demand side , the purchase power economy, then what?
Janez Zakrajšek was completely open to any proposal and supportive of any tool which can be useful and inject the money into the economy because he was convinced that the mass foreclosures after the covid 19 were not the goal. No “Creative destruction” of the whole economy and the people starving in meantime.
As we all know, when business shuts, it is not years before the new business starts.” The Creative Distruction is a plain foreclosure of a bunch of chain values, for ever. If a factory shuts, it is not only jobs, it is the hardware, the machinery, the skills , the technicians, the engineers, who are lost forever..the lost knowhow.

As for the covid19, there is no way to guess the outcome. Two reasons, the models are too stochastic. The number of asymptomatic and asymptomatic positive spreaders, the number of super spreaders which can infect from one to thousands.
The second is that only if one makes tests continusly on the almost 100% of population and traces the infected one can achieve the fast solving of the infection. It is not a question of money, it is a question of how good one is in doing this. Almost nobody is, except South Korea and Singapore. The others are, like the EU.
USEmpire is a third world country in this aspect and it will end as any third world country.
