Instead of allowing some concoction of fermented grapes from which the alcohol is chemically extracted and call it fermented grapes or whatever, they turned wine into water. Not satisfied enough , any concoction can be called wine, from now on.
Why concoct a beverage alcohol free and call it Wine? That is the catch. If EU commission wanted to regulate some drinks alcohol free, why attack the winemakers and wine drinkers?

Meaning, the EU states can not spend monies in new jobs by directly employing people in recovery projects, or subsidize jobs , like women part time, or give a Basic Income to the people!
The asleep and drugged by long covid effects on the brain dead EU citizens have definitely lost a Historic Window Opportunity opened by Covid, to implement , to pretend the Basic income or the job guarantee! The trashuman wave.
EU States, under current regulations of the recovery plan are only allowed to Invest and by investment create jobs given by private companies but not a job guarantee in MMT way.
Lets explain it:
You want a kindergarten -preschool educational institution for children.-for your kids, so women can go to work? In many places of south EU, the number of women working and so being independent and less subjected to the male machism is really low. To add on this the burden of children having no kindergarten support and relaying on the grandparents is a disaster. Just thinking of what kind of upbringing such grandparents exercise on the children with their outdated semi illiterate world view . This makes the situation hopeless for any human progress.
But, since the RP (recovery plan) permits only investment, no use as current spending, and no subsidies, two options are available:
1-To pay the functionality of the kindergarten- the staff and the educators, etc, it is necessary to raise overall taxation and from this taxation to subsidize the kindergarten.
Raised taxation in times of near default of debt burdened EU States means final default. It is austerity and collapse of the debt driven economy.
2- The option in mind of the EU neoliberal water drinkers is that this Public – State investment goes to private hands and so the State is making the infrastructure- the kindergarten, which is on lease by some private company educators.
THE RESULT is, that the investment in the kindergarten is possible only in the areas where the population is already rich enough to pay this essentially private kindergarten.
So, the EU South stays dry- no kindergarten, or only in areas where people are already rich enough to afford it.
The fiasco of inequality and leveled progress for all, that is the result of Recovery plan…
Same applies for, for example, the new railroad. Same pattern. Only the most profitable new railroad can be done. All non profitable , poor areas, low traffic connections can not, since the State can not subsidize or pay them through the current spending. The current spending rules are waived for one year more, after the States have to re enter the masstricht criteria bollocks of the charlatan economy.
